This site in particular is inspired by the work of Rasmus Anderson, and his personal site rsms.me. It's built using the Raster CSS grid system, and the Inter font, both by Anderson.
Anderson also was involved in the creation of Figma.
Reminds me of rsms.me.
Figma is a "collaborative web application for interface design" (quote). It's main use is for UI/UX design, allowing for rapid prototyping interfaces and such, but it works well as a graphic design tool.
Figma allows for plugins to extend its functionality.
Noise and texture generates, as the name suggests, noise and texture patterns to give a sense of real-ness to otherwise flat assets.
